Qatar’s Digital Vision

A Journey of Innovation and Progress

Qatar is moving steadily to expand the use of artificial intelligence technologies across various vital sectors, contributing to improved efficiency, higher quality of services and productivity, as well as digital inclusion. These efforts come as part of the Digital Agenda 2030, which lies at the heart of Qatar National Vision 2030 (QNV 2030).

Qatar has been climbing the global rankings in digital competitiveness — the country currently sits among the top 20 nations in the 2025 Digital Competitiveness Index issued by the International Institute for Management Development (IMD).

The Artificial Intelligence Committee has been launched in Qatar back in 2021 through the esteemed Council of Ministers to lead efforts to enhance the use of artificial intelligence in the country and to accelerate digital transformation.

Since its establishment, the Committee has also been coordinating AI-related projects and initiatives among various government entities. It also aims to build an advanced digital infrastructure that centers on data, cloud computing and high-efficiency data centers, enabling the development and deployment of smart solutions locally, attracting global investments and partnerships, and developing human capital by nurturing promising national competencies, supporting scientific research and enhancing advanced digital skills.

Qatar’s Investments in AI

Qatar’s investments in AI are part of a broader strategy for economic diversification. The QIA with assets over USD 500 billion, supports QAI and makes global investments in infrastructure. QAI’s allocation of USD 20 billion in investment is not only domestic but also targets international markets. Qatar also invests in programs like Government AI, which implements AI in public services.

Investment in AI infrastructure in Qatar is significant. According to McKinsey, the global need for USD 5.2 trillion by 2030 places Qatar in an ideal position. These investments expand regional access to AI and transform sectors like energy and healthcare. For investors, returns on AI investment can be impressive. Qatar has advantages with cheap energy and strong networks. This approach ensures economic diversification and reduces risks.

QAI

As part of efforts to build advanced digital systems that support innovation and contribute to sustainable development, the State of Qatar launched QAI, the national artificial intelligence technology company in December 2025, in line with the national direction to strengthen the knowledge-based economy and develop digital infrastructure that keeps pace with rapid global transformations, supporting economic diversification in accordance with QNV 2030.

QAI is affiliated with the Qatar Investment Authority QIA and benefits from the Authority’s global investment footprint across multiple sectors, its long-term investment approach, and its close cooperation with academic and research communities, policymakers and the innovation ecosystem in Qatar.

QAI is responsible for developing, managing and investing in advanced artificial intelligence systems and infrastructure inside and outside Qatar, supporting various vital sectors with secure and reliable smart technologies. It also enables institutions to access high-performance computing capabilities and provides an integrated network of tools and capabilities for training and deploying scalable, high-impact AI systems in local and global markets, thereby enhancing innovation and empowering entities to grow and make decisions with confidence and clarity.
